Joint Webinar on the Application of International Law in Cyberspace

Senior Fellow Dennis Broeders will be speaking at the Joint Webinar on the Application of International Law in Cyberspace, organised by the Ministry of Foreign Affairs of the Republic of Korea, Korea National Diplomatic Academy and Ministry of Foreign Affairs of the Kingdom of the Netherlands.

Dennis Broeders will be speaking at the session "The UN processes and the Normative Framework on Responsible State Behaviour", which will focus on the UN GGE and the OEWG processes and how they have shaped a framework for responsible state behavior in cyberspace, with a focus on the development of norms. Especially the 2015 UN GGE report and the 2021 GGE and OEWG consensus reports have set out and elaborated on a number of norms to guide state behavior. This session will discuss why states reverted to norms, what norms were taken up in consensus reports, how norms can be ‘implemented’, and what we may expect in terms of new norms in the current UN processes.

Non-resident Associate Fellow and former Visiting Fellow François Delerue will be the speaker during the session "General Introduction on the Application of International Law in Cyberspace, with a focus on State Practice on Public Attribution".
